2004 Hyundai Accent driver side door

door cannot open from outside, lift-up lever doesn't work.

Sounds like the outside door handle may be broken.You will need to remove the inner door panel to gain visual access to the inside of the door so you can see if the outer handle is broken where the rod attaches. if so it will need to be replaced
