2001 Hyundai Accent window washer for front does not work.

wipers work, rear wiper and washer works, but the front washer does not work. Is this a blockage or a pump problem?

Use a voltmeter and have a helper active the pump while you check for voltage at the connector. If there is volts there, replace the washer pump.

where would the connection be located?, to check for the voltage?

The pump is at the bottom of the washer fluid tank. Remove the connector and test across the two terminals.
