2001 Hyundai Accent Not enough pedal reserve?

2001 HYUNDAI ACCENT
120,000 MILES • 4 CYL • 2WD • MANUAL

Recently took the car through inspection and it failded for Insufficient Brake pedal reserve. What could be the cause for this? The rears were just tightened but Im kinda at a loss. Shoud I just replace the rears, or is it somthing else? Any ideas would help, thanks.

I'm not sure where you are. By reserve, what exactly are they refering to? Does the brake pedal go too far to the floor?
