Should the fans be running when ever the car is running in EV mode?

In general no. Your hybrid system has a battery temperature sensor and coolant temperature sensor that will determine if the batteries are getting too hot or if the system needs to be cooled down. If they determine that the cooling fans needs to be turned on then they will keep it on. However, there may be other reasons that your fans remain on when in EV mode. If you are using the A/C then you require the fans to push air across the condenser to keep the A/C blowing cold. Also, if the engine system needs to continue to be cooled it can keep the fans on to keep the coolant at lower temps so that it is ready for when the engine kicks back on.
