HVAC, no air in the center vents?

Air blows in the defrost and foot vents really good but not in the center vents. When the button is pushed to the center vents, no air comes out from the two vents near the radio and a very small amount comes out of the far left and far right vents. Also, no air from any center vents (only from the foot vents) when on the center/foot button. I have switched out the blend door actuator that is on the driver side near the gas pedal but no luck. Also, the lever to that closes the foot vents, does open and close when switching vents.

The vents are not closed, correct? It sounds like the mode control cam arm is broken or has fallen off. Please check the images below to see what I am talking about. You might be able to see it from the bottom of the dash using a flashlight. Check out the images (below).
