Under the front upper cowl panel, where the wiper motor is, there is a module attached to the motor. Replace that module. To remove the cowl panel, remove the wiper arms, remove the right and left caps, two screws, and the cowl panel. The panel is easier said then done, as the clips can deform and increase retention. If you can lift up on the sides, and see the clips, get something in there to pry and release them, is about the only tip I can offer. It can break the cowl panel, if excessive pulling force is used.
