When I manually lock in the hubs, and push the button to engage the 4x4, it does not engage. Could it be a faulty actuator?
It made noise before it stopped working.

Scan for codes first you probably can do this yourself as it is OBD1. See pictures for how to do it and read codes at top of our site is repair guides open that and look for OBD1 codes.
