How to replace the fuse box?

There are fuse slots that have no current. I disconnected the battery and cleaned each terminal thoroughly. Only a couple of them have current now, so I have ordered a replacement fuse box. I need to be able to swap wires from the old fuse box to the replacement. Thanks.

It might be the ignition switch that is causing the issue, I would check the power outputs at the switch. Here is a guide to help you with the power distribution wiring diagrams that feed the fuse panel and I found some fuse panel diagrams to help understand what you are doing:
