How to disable SIR and remove steering wheel

I am trying to reconnect the gear shift lever to the transmission cable. The gear shift lever now swings freely. I believe the clip connecting the lever to the cable has either broken or become disconnected. I have been told it is necessary to disable the SIR and remove the steering wheel in order to accomplish. I need help.
