How to adjust parking brake?

The parking brake on the van doesn't do much. In neutral the van would roll down my driveway (just a regular driveway), and the parking brake pedal is soft and goes to the floor.
I looked for a cable adjustment but couldn't find any adjuster.
The van has rear disk brakes, and the parking brake adjuster is under the disk brake rotor.
I saw a video about a star wheel adjuster under the rear wheel rotor, and I can't believe chevy doesn't have a parking brake adjuster that can be adjusted without taking off the wheel, brake calipers, and rotor.
Am I understanding this correctly? Or is there a better way to adjust the emergency brake?

Hi,

I feel like I've seen this question before. On this vehicle, you need to remove the disc rotor and adjust the brakes to the diameter of the rotor/drum. Then you make final adjustments via the brake pedal.

The parking brake adjustment is supposed to adjust automatically, but that is rarely the case.
