If neither door seems to respond to any temp change then we would assume either the doors are stuck or the duct temperature sensors are not reading properly.
We need to start with scanning for codes. If no codes, do you have access to a scan tool that can move the doors?
If you have a scan tool, command the doors to change position. If they don't move then the actuators are failed.
If you don't have a scan tool then I would just suggest getting the actuators and unplug the one on the vehicle and plug in the new one and let it hang there. Then start the vehicle and change the temp and see if the actuators move.
If you don't want to purchase them to test them, you can back probe the connectors and check voltage when moving the actuators.
