Hot/Cold knob not sending power to door actuator

The car listed above is an LX four door model with auto single zone A/C. I am only getting hot air, so I went to change the actuator, plugged in the new actuator before replacing it and saw that it's not moving either. so, I started checking with a test light and get no power to the plug that goes in the actuator. Radio is out as it is on lots of this generation these cars, but all the other heat/AC controls work fans, switching to feet, vent, defroster, even the A/C works if I move the blend door manually. I have not seen other people with bad radios in this generation Accord saying their heat/AC controls stopped working. How can I test if hot/cold controls are working properly or if I have some other issues of no power to the actuator? I have checked fuses, and was getting a very dim light with the test light in one of the pins, off and on.

Please see wiring diagram below.

Please note that the pin out differs from coupe to sedan.

Grey wire is a 5V supply from the control module, that's most likely why you find that the test light was only illuminated dim. best use a digital voltmeter.

Red/black wire is sensor ground.
Use this wire as a ground to test if the 5V supply is good after testing the supply to a good chassis ground.

Test the other three wires back to the control module, ensure that they have continuity and a resistance reading of less than 1 ohm pin to pin.
