Hose next to thermostat housing?

The quick connect hose next to thermostat housing like rotted away, what it is? Can I just cut it down and hose clamp it?

This looks like a heater hose and yes you can cut the parts away and use a hose clamp then refill with coolant and check for leaks. I would use two hose clamps to hold the hose on more securely. If for some reason it doesn't work out here is how you can change the heater hoses out in the images below.
