Horns and relay replaced and will not turn off when relay is inserted?

Just as the title says, I just replaced my high and low horns, the fuse, and new relay. When I put the relay in or fuse, the horns go off and won't stop.

This happens when the horn pad contacts are worn out and will not separate, remove the horn pad and disconnect the wires if the horn stops you have found the problem. Here is how to remove the horn pad in the images below. Please let us know what happens.
