horn starts blowing

When the car is parked, the horn starts blowing. The other day, I was at school and the horn blew until the battery was dead. After jumping the battery, the horn continued to ring. I disconnected the horn and I could hear a relay continue to try and blow the horn. How can I disable this?

The temporary cure is to unplug the horn relay.

One clue to this is if the horn relay stops clicking, or it chatters, while you're turning the steering wheel. If it does, the most likely suspect is the clock spring is coming apart. That is a wound-up ribbon cable in a plastic housing under the steering wheel. It has multiple circuits in it for the cruise control switches and the air bag. If the clock spring is coming apart, those other systems will also malfunction.
