Is there a fuel cut off switch? And where is it located?

Brother in law replaced fuel pump and removed the gas tank to clean it out. It still will not start.

check fuel pressure with a gauge he probably screwed up the hose in pump or doesn't have it installed correctly. auto parts rents it.
