That vehicle doesn't have a horn fuse. It has a relay that is part of the Totally Integrated Power Module (smart fuse box) and isn't replaceable if it fails. However we need to do a quick couple of tests before condemning the TIPM as Chryslers have a lot of electrical issues. First we need to see if it's a bad clock spring, for that the easy test is to hit the panic button on the fob, does the horn work? Yes likely a bad clock spring. No = we test if there is power and ground at the horn itself. Horn failure and connector failures are common. The horn is inside the space between the fender and chassis in the right front of the car, you remove the black splash guard to get to it. Now use a simple test light and have someone hold the horn button or hit the panic button, put one wire from the test light to each of the pins on the car side harness. Is the light coming on? Yes - Horn has failed. No= connect the test light clamp to a good ground and probe the two horn connector pins. Do you get a light on one pin in the connector now? Yes, the ground for the horn is bad. Repair the ground. Horn should work.
If no light then we have to go to the wire from the TIPM and test there for a power signal. Try those tests and reply back. Depending on what you find will depend on where we go from there.
