More than likely you are exactly correct with the master cylinder issue.
However, I don't think bleeding the clutch will make a difference. Bleeding the clutch will only help if the clutch has air in it and this is a mechanical issue as the clutch pedal return is not an issue caused by air. That issue is when you press the clutch and do not get full disengagement.

One thing to try before replacing the clutch is to adjust the pedal and master with the process below.
