Is there any way to tell if a blinker light was or or off when it was broken in an accident?

Thanks for the reply.  I had heard some time ago that if the lights were on when the bulb was broken, it would scorch ( burned ) the inside of the glass of the bulb from the heat of the filament as it burned out, but if it was not on, of course the inside would not be scorched ( burned )
