Air Conditioning problem

my honda prelude a/c compressor was replaced with a rebuilt compressor. now my a/c blows cold air in stop and go traffic but when its hot outside the a/c stops blowing cold air at high speeds, it also makes a hissing noise. when the RPM's are low or when i shift gears it gets cold again, only for about 2 minutes.
