1997 Honda Prelude No tail lights, no instrument console l

I have a prelude that I can't figure out. My son described smoke coming from beneath the dash, and a/c duct on the drivers side. I wrote it off as a/c vapor. The tail lights and instrument panel lights now don't work. I can't find a blown fuse or anything else that appears smoked. Help please. Will donate if the answer solves the problem. I am new to the site so I don't want to put money up front for an unknown site.

turn lights on check fuses
using a test light
also check wiring around the light swtch
