1996 Honda Prelude No power steering

I lost the power in my power steering, but no fluid was lost, and the steering made no noise. My research indicated that the problem was the PS pump and I've replaced it, topped off the fluid, and turned the wheels lock-to-lock....but there is still no 'power' i.e. the wheels turn extremely hard as if the car has no power steering---but now it DOES make the low -pitched noise of a 'bad' PS system. Now what?

Hi Jeph, Thank you for the donation. If it is a weak pump, revving up the engine should get more assist on the power steering. A pressure test would be required to know the condition of the pump. Was the pump replaced used or new? If it is used and whining, it could be faulty. The next item to check/test would be the speed sensor.
