1992 Honda Prelude battery

i had bought a new battery for quite some time now and was thinking of seeling my car due to it's age. since it being my first car and did not want to depart from it. it has been in the garage for about 18mths. i tried to start it today and it won't start. i boosted it as well and it does start but when the cables are taken off and doe not want to start. the dash lights are very faint and then just turn off. it's puzzling to know that when it's being boosted it will run fine. do you have to charge a new battery or is it charged when purchased.

Test the battery open voltage it should read 12.4 volts or better
