1991 Honda Prelude timing/distributor problems

I installed a new timing belt, and with the marks on the cam pulleys, and flywheel lined up, as well as having the #1 piston positioned at top dead center, the rotor does not line up with the #1 plug wire inside the distributor? Why, and what can I do to correct this?
