1991 Honda Prelude Speedometer and Odometer not working

This is a 1991 Prelude SI with Automatic trans. The speedo and odometer do not work. The S3 light flashes in the dash and the S4 shift switch on the shifter does not work. I get 4 flashes on the transmission ecu code. I have replaced the power steering VSS on top of transmission (in the back) and have replaced the whole gauge assembly and put in another AT pulser from a wreck. If I disconnect the AT pulser, the S3 light stops blinking and the S4 button works but the car does not shift! By replacing the power steering VSS and the whole gauge assembly have I narrowed down the problem to the AT pulser rotor inside the transmission? In PA the speedo has to work for state inspection.

If you remove the VSS, you should be able to see the rotor and see if it is loose in there or broken. I would also do a pin to pin check on the wiring, just to be sure it is ok
