1991 Honda Prelude crank pulley

looking underhood{deciding to tackle changing t-belt} the engine is at idle..and notice the crank pulley wobbling..check bolt{with belt on} and seemed nice and tight. I heard it was a 2 piece pulley. question 1 do i need to take belt off first to check how tight or loose it is? question2 can i fix it or do i need another pulley? b21a1 engine si 91 2.1 manual..thanks

The crankshaft pulley is defective so you need to replace it.
