2007 Honda Pilot Brake Vibration When Going Downhill

The brake and sterring wheel vibrates when going downhill at starting at 40mph. On flat grounds, I could not detect any vibrations at any speed other than hearing faint rubbing sound at slow speed (<5 mph) like metal slicing. Dealer told me the slicing sound is rust on rotors and would go away. But it's not like the car has sat for days before driving. What could be causing the vibration when going downhill only? Is the slicing sound foretell future brake problems?

The front rotors are warped, I would machine the front rotors and replace the front brake pads.
