Who is we? Why the spark plugs so often? I take it you suffer from a lack of power in the vehicle. The plugs are fouling? There have to be other telltale signs that go with this that you aren't including. How much oil is consumed in what number of miles. How much water is consumed from the cooling system in how much time? Etc. With that info I could better give you my recommendation(s). For instance, with water consumption, but not water leaking, I would go for a head gasket or warped head. Has the engine gotten over heated? Too much oil on the plugs and you will most likely have one or more oil rings on the pistons that is failing. How many miles on the engine?
