To repair the timing belt, do they have to take out my cylinders, send them to another company to set the timing and in all, should it cost about $4200.00?

If the timing belt breaks then they have to remove the cylinder heads out to inspect the valves.
You don't need to remove the cylinder heads if you are only replacing the timing belt.
