2003 Honda Odyssey brakelights in taililghts wont go on

when i press the brake pedal only the top 3rd brakelight goes on. the taillights won't light up except when i turn the headlights on. i replaced the 7443 bulbs on both sides with no effect. is there a fuse or relay that would need to be changed?
please advise

Hi cthruall,

To my understanding, there are no additional fuses.

If the bulb is the plug in type, make sure yu get the vorrect type, It should have two filaments and the plug in points usually do no seat well, check the contacts.
