1999 Honda Odyssey daytime running lights

The DRLs work intermittently. When not working the passenger side drl does not come on, and when the lights are turned on full, to stop the buzzing sound, the high beam on the passenger side does not work either. But some days everything works ok. I replaced both headlight bulbs, no change. I tested the electronics on computer at the garage and no problem code came up.
this is a canadian version car.
