2006 Honda Element Enging Heating up

My engine started to heat up, the a/c does not work properly(stops cooling at a stop, cools up as I speed). I looked at the fuse box and the one that indicates cooling fan #4 20AMP looks ok. What might be the problem? Could it be the cooling fan relay? If it is which one is it

Did you test if the cooling fan motors are good?
