2003 Honda Element Brake Repair

We recently had our back brakes fixed. We drove a mile away when our front brake caught fire. What could have happened? Our front brakes then were replaced. The repair shop then said our abs system needed to be replaced and did not want to get further into the problem. Our car was towed into the dealer which had to replace all the brakes again, along with the master cylinder and abs system. They said all the seals had been contaminated. The first repair shop reused the brake fluid that was in our Element and only topped it off when replacing all the brakes. Should they not have changed the brake fluid as part of the brake job?
