1990 Honda CRX Continuous idling

1990 Honda CRX 4 cyl Two Wheel Drive Manual

I have a 1990 Honda CRX HF 1.5. The car continuously idles up and down, I replaced the throttle position sensor but that did not solve the problem. If I the clutch engaged to the floor it idles up and down but stops if I ease off the clutch a little. if the car if just started or just running without the clutch engage it just idles up and down. Any ideas about htis problem?

Remove both the FITV and IACV and service (clean) them very well. The FITV can actually come apart and be cleaning thoroughly.
