1989 Honda CRX idle too high

idle was at 3000 to 3200, then i changed the mufller and o2 sensor and the idle dropped to 2000, and seems like the throttle gets stuck, and when i tap it by hand it will idle back down, and it seemthe dashpot is getting to much vacum and not letting the throttle return

is the muffler and the o2 sensor stock replacement parts? Or are the performance parts?

o2 sensor brand new stock so is the muffler, pcv valve on the intake manifold, new timing belt, head gasket, radiator, when i changed the 02 and the muffler it made a big difference the idle was at like 3500 rpm and now it like 2200 to 2500
