To unplug or not unplug vacuum advance when setting timing?

I have an 86 Honda Civic DX 1.5L 2-barrel carburator. It has two vacuum advance lines to the distributor. I believe one is to advance the other is to retard the timing. My Haynes repair manual says to disconnect and plug both lines when setting the timing. HOWEVER, the CA smog tech said that is incorrect. He said to set the timing with both connected. It seem to run better the way Haynes instructs. What is the right answer? I'm concerned my carburator may need adjusting also. Do I set the idle first and adjust the timing or vice versa?

If it were my car I'd go with the manual. Especially if it work! Unless the idle is 1500rpm, set timming then idle, timming changes idle! You can lower the idle if it's high first! Then set it.
