Scraping/spinning sound from front tire

My manual 2001 Honda Civic has over 100,000 miles. I got new tires put on a few months ago. For the past month the problem is a loose scraping/spinning sound that comes from the front drivers side tire area when I am driving. It gets louder the faster I drive. When I hit the brakes the noise stops immediately but starts again intermittently. It sounds like a bolt or something is loose and spinning. My boyfriend did find a loose bolt and tightened it, then the noise stopped. But it soon started again. More recently it started coming from both front tires, but mostly the drivers side. He suggested it has something to do with the rotors? What do you think is the problem? Also, am I in danger if its not fixed immediately or will it due damage to the car? Thanks!

The front pads have a tang riveted on to them, these are the wear indicators, have a look at haw thick, or thin they are, look at BOTH the inboard and outer pads! The wear indicator is touching the rotor!
