Loose heat shield around catalytic converter

1998 Honda Civic EX 2 dr Sedan (84,000 K miles): Is it safe to drive the vehicle after removing the 2 part heat shield located above and below the catlytic converter? Both parts of shield are falling off and rattling when engine runs. I already removed the lower shield which was close to dragging on the ground.

You can buy large clamps, essentially 6" or so hose clamps that can be wrapped around the sheild and pipe. They are there for a reason, keep em there! :)
