Is dealership ripping me off?

99 honda civic lx 113,198 miles
my car runs rough, has a wining noise while accelerating, and cut off while tapping the break in the middle of an intersection. I have had the intake valve cleaned out bc when I got the car it idled roughly. I took it to the honda dealership and their solution is to give it a major service (consisting of oil change, tire rotation, clean adjust rear brakes, transmission flush, change spark plugs, dist. Cap, dist. Rotor, and change air filter and wiper blades) and also clean the upper intake valve and throttle body for a grand total of $500. I don't see how doing some of these things will solve the problem. Should I get a second opinion even though it will cost me another $80 that I don't have or does that sound like a feasible plan for fixing the car?

There are two ways of going about repairs sometimes. If youkeep up with the maintenance, then you directly go after the symptoms by troubleshooting. If you don't keep up with maintnence, then you have a choice. Do the maintenance as presented to you, or troubleshoot the symptoms. Although it may come back to a neglected maintenance source.

Obviously some of the things they did had absolutely nothing to do with problem, but was probably part of a package. Hard to say what the source is, but what I suggest is to at least have the codes read. With the code numbers we may be able help you. With the engine idling, you can rev the engine, does they whine happen then? I am thinking vacuum leak. Post back and we can go from there.
