It is my understanding that the ECU, prevents an engine from being pushed too hard. My naive thought is that it has a maximum vehicle speed. I want to lower that maximum speed, so that my child can't get crazy with his/her vehicle. Is there a way that I can reprogram the ECU to use this new speed?

I would assume that someone has a chip that allows you to reprogram the computer. I have not seen one. I personally would not mess with it. I think you let them get there tail in the fire by getting a ticket and let that be the deterent. Talk is another viable means of solving the problem too.
