Car over heat

My civic recently get overheated every time I turn one the AC, either in trafic stop and go. Each time when I turn off the ac, the temperature is going back down to normal like nothing really happen. Mechanic found nothing worng, Radiator, water pump, belts are all new.
I notice that possibly when I hear the cooling fan runs, things are ok, but it is on and off abnormally?
If AC does not turn on, nothing ever happens, and it never been like this before. What is failed in my car? Fan, or fan control relay, or lose belt?

Sounds like a cooling fan problem, when you say it overheats, does it actually overheat or does the temp guage just go up?

Yes, I mean the temperature gauge goes up high, not really over heated yet.
My Honda Civic is 4 door sedan 1993

The fan is suppose to turn on when the temp gets to a certain degree, some cars fans turn on at diferent temperatures. Did they change the thermastat when they put the new water pump, radiator and belt on?
