2007 Honda Civic Brake light is on

Just had the front pads replaced. We bled the brakes and after testing the brakes the brake light was on. We opened the hood and took off the brake cap to see if we needed fluid, it was full but when we closed the cap and I put on the brakes some fluid was leaking from the top.We noticed that the cap would not screw on tight. Is that cap suppose to be pressurized or closed tight? I hope you can help me and tell me what the problem is and how to fix it? Thank you very much.

Yes the cap is suppose to create a seal on the brake reservoir. You might be installing it improperly. It is important that it's on properly though.
