2006 Honda Civic rear wheel alignment

I believe the alignment spec for the rear is .08 +.08/-.04. I take this as toe out .08? and the variance +.08/-.04. I'm surprised that it is toe out, not in. Secondly, how is it adjusted. I've adjusted toe on many front ends with tie rod ends, but I believe the rear is done with the lower A arms on a 2006 civic? Can you give me some insight on how its done?
