2005 Honda Civic Frozen brake caliper bolts

I ran into a brake caliper bolt on my Civic LX that refuses to come out. I thought I was making progress until I pulled the caliper pin boot back and realized the bolt wasn't turning out, the caliper pin was just spinning as I turned the bolt. This was the bottom bolt on the caliper. The top bolt came out, but not without alot of effort.

This really surprised me, because there isn't any signs of rust or corrosion. Any thoughts?

Hold the slider with some vise grips and try to loosen it.
