2004 Honda Civic Speedometer Problems

I have a 04 Civic with 69000 miles on it and I am having a problem with the speedometer. All of the other guages and odometer work fine. When I am driving the speedometer will sometimes work fine for a while and then it will either stick at a certain speed or will gradually go to zero from my current speed and it wont do anything for a while. Then later on it will work again.

The delaership said I need a new instrunment cluster but I am skeptical. Can someone please help?

I believe in this case they are correct. Your decision to be made is whether to spend the $ on a new guage or a used one. I am sure that a used one can be found.
