2004 Honda Civic pulsating brakes

I recently repaced my front brakes. I had the rotors
resurfaced and 3 months later the same pulsation came back. Do I need to torque the lug nuts to certain specification? If so what is it.

Go ahead and torque it to 80ft lbs don't work get the rotors miked out again could be warped
