2004 Honda Civic gas problem

i have a 2004 honda civic vp that has 25000 miles. i change oil and oil filter, sparkplugs and air filter and its only giving me around 23 miles per gallon when it advertises atleast 29 mpg city? what could be the problem?

Have the PCM scanned and check for any pending codes. If there are no codes I would get the oxygen sensors scoped out.
