2004 Honda Civic Changing battery

On my Civic, the power port (lighter socket) is inoperable when the car is off. I have a device that will keep all the codes in the computer and radio when the battery is removed, but my concern is that it will not send the power through the source with the car in the off mode. I really don't want to change the battery with the car in the on position because of possible spikes in voltage. Will my device work with the car off? Or might I need to hook jumper cables to my battery cables from another vehicle to keep power to the systems?
