2003 Honda Civic Hot cold

When I drive on the freeway ac runs cold but city driving ac doesnt blow as cold it gets a tab colder than warm i changed the cab filters what else can I do. Thanks

Check that the condenser cooling fan is working, check for refrigerant loss, start here.
