2003 Honda Civic 4 cyl Two Wheel Drive Automatic

The heater blows cold air when idling. Is there a bleed bolt for the coolant?

No, but the coolant system is most likely not properly bleed. Follow the proper bleeding procedure for the cooling system and it should be fine.
